I wasn't diagnosed with asthma until I was 17, and my mother was 55 when her doctor told her she has it. She had no prior breathing problems, and neither did I. Asthma isn't something you are diagnosed with at any certain age, it doesn't discriminate.
A constant cough is consistant with asthma, if it's not under control, and obviously yours isn't. If your doctor won't work with you to find a dose of meds that works for you, and seems like it's an inconvenience to see you when your meds aren't working, then you need to find a different doctor. Did your doctor do peak flow tests to help diagnose your asthma and assess the severity of it? Perhaps you need a nebulizer, and not an inhaler. Maybe Maxair will help, or a stronger dose of albuterol. Who knows. Only a doctor can help with the meds aspect of it all.
I would definately find a different doctor.
