The meds he is on should take care of the allergy problem, but, due to his more serious allergy/asthma problems the bags could be a result of his problem as well as some of the meds.

Ask the doctor about the meds maybe contributing to the problem. Flonase is a steroid med and could contribute to swelling under the eyes, not sure, but possible. Zyrtec is a good anahistamine.
