Maddman: You should see a dermatologist, a good one. Personal recommendation is the best way to find a good one.
I suffer from periodic horribly bad rashes, and, like you said, once it starts up, there's no stopping it, except with dangerous oral medications.
If it might be allergic, try taking antihistamines every day after you come off the prednisone. Antihistamines are fairly safe. If it probably isn't, then you might want small quantities of a mild steroid cream, or possibly that new topical medication, Elidel (haven't tried it myself).
By gloves, I mean to sleep. Sleeping with hands and feet moisturized, then covered. It works for my mom.
