I can practically guarantee you that you are suffering from folliculitis, which is often confused with acne. It is actually a superfical bacteria-induced infection of hair follicles lately exposed by shaving. By shaving the hair, follicles are often rendered more susceptible of infection by local bacteria. I've actually dated two girls who peridoically got this either in the armpits or around the proverbial "binkini" zone; I would recommend trying a simple antibacterial wash with Triclosan in combination with an ointment like Bactroban - that should knock it right out.
