Carol, I'm so sorry for your sad news. I can only echo what Michelle said, that you've been such an encourager, such a blessing to so many of us on here. I feel so sad for you. You've tried to keep up your hopes all this time, even knowing deep down what was happening (or not happening), and you've spread that hopeful attitude to many others. Don't give up now! I know it seems like you've reached a dead end, but even a dead end has a turn-around, a cul-de-sac, that leads back out. Is another surgery (cringe/sorry) a possibility? You have two good directions to pursue, at least.
I wonder if the osteoporosis medications (Actonel, Fosamax, etc) would help build a strong fusion. I was diagnosed at 46 with osteoporosis, took Fosamax and a year later had gotten out of the osteoporosis range into the osteopenia range. I'm now 48 and still taking the Fosamax. Might be a good question for your doctor.
I know it's been a long haul for you. It's okay to feel sorry for yourself for a while. Cry if you need to! I know you'll gather yourself back up and find hope again. I'll be praying the same thing Michelle is, that you'll be able to see God's purpose in your suffering and for wisdom for the doctors so you might get long term relief, as well as for bone to continue to grow even with the official word that it's failed. God isn't limited to the doctor's diagnosis!
Carol, I wish you peace and comfort.
